Background and Discussion:
Harris County intends to provide improvements to Blackhawk Boulevard from Scarsdale Boulevard to South Sam Houston Parkway East, within Precinct 2 including sidewalks, replacing damaged roadway pavement, new curb ramps, etc.
This Change Order is tied with Multiple PCOs (PCO-9 through PCO-12) address quantity overruns required to bring field conditions into compliance with ADA standards and project directives:
PCO- 9 and PCO-12: Two driveways (STA 137+68 EB and STA 134+60 WB) the original construction plans did not include the removal and reconstruction of the driveway instead, they specified tying the existing driveway into the proposed sidewalk. However, the existing driveway does not meet ADA requirements, as its slope exceeds the allowable limit for a sidewalk crossing. Both locations require removal and reconstruction using existing bid items, proposed change amount totaling $3,600.72.
PCO: 10: The driveway located at STA 175+00 (New Covenant Christian Church) driveway was not in existence during the original project survey or constructability walkthrough. This driveway was subsequently constructed by the church and does not meet ADA compliance requirements, and it must be removed and rebuilt. Total additional cost due to quantity overruns PCO-10 is $11,139.80.
PCO-11: This change is required to comply with direction from the Precinct and requirements set forth by the Clear Brook City Municipal Utilities District (MUD), which determined that sidewalk improvements in front of Bishop Park between Station 110+00 to Station 121+43 should be omitted from the project. At the time this directive was issued, the Contractor had already performed excavation and installed formwork in preparation for the concrete pour. As such, the work stoppage resulted in partially completed operations that required site restoration. Additional sodding for erosion control results in additional cost overrun of $6,936.00
Summary of PCO-9, PCO-10, PCO-11, and PCO-12: These proposed change orders address quantity overruns of existing bid items only, with no new pay items added. The total adjustment increases the project cost by $21,676.52, which is approximately 0.82% of the overall project budget, with no additional days to the contract time.
Expected Impact:
The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $21,676.52 to the project contract amount and with no additional days added.
Alternative Options:
No alternative options: If no action is taken, the roadway and other infrastructure constructions will not be completed.
