Background and Discussion:

This project was inherited from Precinct 1 after redistricting. The Richard P. Doss concept plan focuses on access, safety, and providing a variety of different programs. This concept plan seeks to increase the comfort and accessibility throughout the park through added trails, trail paving improvements, and increased connections to key site amenities. These improvements would make the park a more universally accessible resource for everyone in the community to enjoy.

The execution of this agreement between Harris County and the Texas Parks and Wildlife Department (TPWD) for the Local Parks RIDER 2025 Grant Program will fund improvements at the 36.63-acre Doss Park, including construction of a baseball field, trail enhancements, site lighting, and related infrastructure improvements. The total project cost is $2,000,000, funded entirely through a TPWD RIDER Grant award, with no required County match. The grant term for this award is September 1, 2025 - April 15, 2030.

Expected Impact:

The Doss Park Improvements plan is designed to significantly enhance the community’s experience by improving access, safety, and opportunities for engagement. By expanding and upgrading trail connections and improving paving throughout the park, the plan will create safer, more comfortable routes for all visitors. Strengthened links to key amenities will make the park easier to navigate and more welcoming for people of all ages and abilities.
