Request by the Office of the Purchasing Agent that the County Judge execute an amendment to an agreement with Hagerty Consulting, Inc. in the additional amount of $44,283 for additional services for Emergency Rental Assistance Program (ERA1) technical assistance, portfolio management, and compliance support for the Office of County Administration for the period of August 6, 2024 - August 5, 2025 (240035), MWDBE Contracted Goal: 13.3%.

Background and Discussion:
Commissioners Court approved The Houston-Harris County Emergency Rental Assistance Program in February 2021 after the U.S. Treasury Department established the Emergency Rental Assistance Program (ERA), funded by Consolidated Appropriations Act (CAA) and American Rescue Plan Act (ARPA) funds. The program ended in November 2023, and remaining ERA2 funds are being utilized by the Housing and Community Development Department.
The requested amendment will be an update to an existing contract with Hagerty Consulting, Inc. to provide technical assistance and compliance support for a Treasury Office of the Inspector General (OIG) and Office of Capital Access (OCA) request related to the ERA1 program. As Harris County has been under OIG desk review for the ERA program, Treasury OCA has requested that both Houston and Harris County review 1,797 address groupings for potential duplicative assistance between Harris County and the City of Houston while operating a joint program. Hagerty Consulting will conduct sample testing of rental assistance payments and applications, draft a Corrective Action Plan per Treasury OCA request, and provide reporting on potential duplicative assistance and corrections needed.
Expected Impact:
The additional funds for this amendment will come from the COVID Response and Recovery fund.
Alternative Options:
Not receiving this support would limit Harris County’s ability to respond to compliance and reporting deliverables requested by the US Treasury OIG and OCA.
