Background and Discussion:
On April 10, 2026, Harris County received notification of its jurisdiction's Fiscal Year (FY) 2026 allocations for the Office of Community Planning and Development's (CPD) formula programs: Community Development Block Grants (CDBG), Emergency Solutions Grants (ESG), and HOME Investment Partnerships (HOME). The allocation amount in CDBG, ESG, and HOME totaled $22,500,491.67.
On June 11, 2026, Harris County Commissioners Court approved Housing and Community Development’s submission of the Program Year 2026 (PY2026) Annual Action Plan (AAP) beginning October 1, 2026, and ending on September 30, 2027, to the U.S. Department of Housing and Urban Development (HUD). Then, on June 26, 2026, Housing and Community Development submitted PY2026 AAP to HUD for approval.
On September 18, 2026, HUD transmitted the FY2026 Grant Agreements for the CDBG, ESG, and HOME Programs to Harris County for the total award amount of $22,500,491.67. The awarded allocation amount for each program is below.
• CDBG: 16,188,595.00
• ESG: 1,388,195.00
• HOME: 4,923,701.67

Execution of grant agreements for the inclusion of $22,500,491.67 in HUD Entitlement funds into the PY2026 Annual Action Plan will continue to assist low-to-moderate income individuals and communities in Harris County.
