Background and Discussion:

There is a perceived increase in youth involvement in violent crime, reflecting a broader national conversation about community safety and stability. To address this issue, the Harris County Office of County Administration (OCA) will conduct a qualitative study through the OJJDP Strategies to Support Children Exposed to Violence initiative. The project will engage youth, families, and community organizations in both urban and rural areas to identify risk and protective factors, examine barriers to support, and develop effective strategies for prevention and intervention. By using an integrated theoretical framework and participatory action research model, the study aims to generate data-driven insights that inform policy, strengthen collaboration, and build a coordinated, trauma-informed response to youth violence in Harris County.

Expected Impact:

The expected impact of the study is to create a deeper understanding of how violence exposure shapes youth behavior and involvement in the juvenile justice system. The findings will guide the development of evidence-based strategies and coordinated community responses that reduce youth violence, strengthen family and community support systems, and inform countywide policy and programming. Ultimately, the study aims to improve outcomes for youth, enhance public safety, and build a sustainable, trauma-informed framework for prevention and intervention in Harris County.

Alternative Options:

Alternative options to the proposed study include relying on existing quantitative crime data, expanding current violence intervention programs without additional research, or adopting external models developed in other jurisdictions. However, these approaches lack the localized, community-centered perspective necessary to understand the unique drivers of youth violence in Harris County. Without qualitative input from youth, families, and service providers, the county risks implementing fragmented or ineffective interventions that fail to address the root causes of violence or the barriers to accessing support
