Background and Discussion:
The low bidder was unable to achieve the MWDBE Goal and the bid prices of the remaining bidders were considered too high. Research of prefabricated, precast restroom providers in the area determined that few, if any, are MWDBE certified, which is an exception to the availability associated with the NACIS Work Category for this item.
Expected Impact:
Readvertising the project with revised MWDBE Goals that recognize the availability exception of prefabricated, precast restrooms is anticipated to have improved bid results.
