Request Summary (Agenda Caption):
title
Request for discussion and possible approval of the Harris County small Unmanned Aircraft Systems (sUAS) Model Law Enforcement Policy.
end
Background and Discussion:
The purpose of this policy is to establish a model small Unmanned Aircraft Systems (sUAS) policy for County law enforcement agencies’ reference in their program management, operational requirements, reporting and records management, and safety considerations that are necessary to support County law enforcement departmental personnel conducting missions as permitted by the Federal Aviation Administration (FAA). The sUAS Model Law Enforcement program guidance is designed to minimize risk to people, property and other aircraft while continuing to safeguard the right to privacy by all persons. Further, this policy is designed to comply with all applicable federal, state and local statutes. As a model policy, the policy is a recommendation for law enforcement agencies. If adopted, the policy applies to law enforcement elected and appointed officials, managers, employees, and service providers, such as vendors, contractors, consultants, and commercial entities, that supply, develop, implement, administer, or use County sUAS to the extent permitted by state and federal law as well as any other statutory obligation. The policy is not intended to be a countywide policy, but rather a model that law enforcement agencies can utilize in the formation and ongoing compliance of their policies.
Expected Impact:
The expected impact of the policy is additional support to law enforcement agencies in their compliance with federal and state regulations and provision of consistent operations and training. If passed, HCUS recommends a minimum six-month implementation period to April 30th, 2025. This timeframe allows adequate time for departments to receive the necessary awareness, training and guidance to ensure implementation, operating effectiveness, and compliance.
