Background and Discussion:

The Department of Justice's Community-Based Violence Intervention and Prevention Initiative (CVIPI) aims to reduce violent crime in communities by supporting comprehensive, evidence-based community-based intervention and prevention programs. Harris County Public Health is seeking the court's permission to apply for grant funding to support violence intervention activities through the Community Health Services and Violence Prevention (CHVPS) division. These funds would enable an expansion of CHVPS' Relentless Interrupters Serving Everyone, or RISE, program, which currently operates in four Harris County zip codes most affected by violence: 77021, 77033, 77051, and 77090.

Expected Impact:

CVIPI funding would allow CHVPS to expand RISE services to 77026, the zip code in Harris County with the highest Gun-Related Homicide and Social Vulnerability Score. This expansion would include  community engagement to distribute education materials and host community-building activities to promote neighborhood cohesion. Additionally, and in line with CVIPI objectives, Outreach Specialists (Credible Messengers/Violence Interrupters) from the community with similar lived experience to the target population will be hired and trained in conflict resolution and mediation to intervene in situations before escalation or a loss of life. This community-based outreach will generate additional secure linkages to ACCESS Harris cohorts.  The expansion of the project would allow for dedicated resources and strategic personalized interventions designed to address the root causes of pressing public safety challenges through a public health approach.
