title

Request for approval to reimburse meteorological staff overtime pay in support of the FIFA World Cup safety and security efforts.

Background and Discussion:

The Federation Internationale de Football Association (FIFA) has awarded the 2026 FIFA World Cup to multiple host cities across North America, including the City of Houston.  Harris County has entered into an agreement with the City of Houston pursuant to Chapter 791 of the Texas Government Code, in order to support coordinated safety and security planning and operations for the 2026 FIFA World Cup event.  This agreement allows reimbursement of overtime work associated with security and safety as defined by the FEMA World Cup Safety and Security Grant Program, administered by the State of Texas as the pass-through entity for reimbursement, and it does not allow for reimbursement of overtime pay for meteorological support.

The Flood Control District is providing support to the City of Houston with meteorological support through two (2) meteorologists that are helping staff the event for its entirety.  The Harris County Flood Control District is seeking approval to pay these 2 meteorologists overtime by utilizing Harris County Flood Control District funds for their time supporting the event.

Expected Impact:

Approval of this request will allow Harris County Flood Control District staff supporting the event to be reimburse for their support of the event with overtime pay.

Alternative Options:

Allow Harris County Flood Control District staff supporting the event to be reimbursed with compensatory time accrual only for their support of the event.
