Background and Discussion:
The Stormwater Detention Basins on South Mayde Creek Near the Grand Parkway - Phase 1 (Project) is nearing the end of the Design stage. South Mayde Creek has experienced repeated structural and roadway flooding over the past decade. In addition, frequent road inundation and shallow ponding are prevalent in the area. The Project is located west of Grand Parkway, North of Clay Road, south of Stockdick School Road, east of Peek Road, and within Harris County Precinct 4. The Project will consist of a single phase of construction. The objective of the Project is to maximize stormwater storage capacity and reduce flood risk along South Mayde Creek (channel ID: U101-00-00).
The Project will include construction of two wet-bottom compartments (W2 and W3) with gravity-only outfalls and overflow spillways into South Mayde Creek. Access to W3 will come via Clay Road, with permanent access through TxDOT ROW, a CenterPoint easement, and a low-water crossing at the U201-09-00 channel. Agreements are being prepared with TxDOT and CenterPoint to establish permanent access rights for the Flood Control District. The Project will add approximately 161 acre-feet of detention storage capacity.
Expected Impact:
The project provides an additional 161 acre-feet of combined stormwater storage. Based on the findings from the drainage impact analysis completed for the Project, the region experiences water surface elevation reductions up to and including the Atlas-14 500-yr storm event following the completion of the Project. Additionally, approximately 27 acres of area inundated by the regulatory 100-year floodplain will be removed.
Alternative Options:
The alternative to approving this item would be not to approve the construction services, which would not provide additional flood risk reduction and stormwater detention capacity.
