Background and Discussion:

Pine Trails Subdivision is in Northeast Harris County, Texas, Precinct 2 (redistricted from Precinct 1). Phases 1 and 2 are located on the Northwest and Southwest side of the Pine Trails subdivision respectively. The subdivision consists of approximately 525 acres and 1,800 homes. The residents have experienced structural flooding during several recent flood events. Approximately 264 homes were reported to have flooded during Hurricane Harvey. Proposed improvements include an upgraded storm sewer system and two detention basins. This contract includes construction services for the construction phase.

The change in contract includes the following:

Quantity Adjustment: The line items are adjusted to reconcile overrun and underrun items on the project for completion of the proposed scope of work.

•         The decrease of quantities on underrun line item 172 for a deduction in the amount of $38,259.00.

•         The increase of quantities on overrun line item 176 for an increase in the amount of $9,940.80 and 1 calendar day.

New Line Items:

•         Added a new line item number 210 for “Tie Existing Sanitary Sewer Line into Sanitary System in lieu of Abandonment”, in the amount of $7,858.04 and 1 calendar day.

•         Added a new line item number 221 for “Installation of 8" Water Line within 16" Casing”, in the amount of $13,966.80 and 1 calendar day.

The above changes result in a deduction in the amount of $6,493.36 and 3 calendar days.

The County issued the Project’s Notice to Proceed on 01/27/2025. Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 730 days of the Notice to Proceed, or by 01/26/2027. With this and all other prior approved change orders, the work is to be completed within 733 days of the Notice to Proceed, or by 01/30/2027.

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Pine Trails subdivision.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
