Background and Discussion:

In September of 2020, Harris County Commissioners Court - acting on the recommendation of the Flood Control District, the Office of the County Engineer, the Harris County Office of Homeland Security and Emergency Management, the Harris County Toll Road Authority, the Harris County Community Services Department, and Harris County Public Health - approved the development of Harris County’s first Flood Resilience Plan to establish a vision, set goals for the future of the County, and develop actions and implementation strategies.

In February 2024, Harris County Commissioners Court authorized Flood Control District to commence negotiations with AECOM Technical Services, Inc. for professional architectural and/or engineering services for the Flood Resilience Plan for the Flood Control District, and the county

Expected Impact:

The Harris County Flood Resilience Plan will be a county-wide strategy to prioritize comprehensive resilience

throughout Harris County’s essential functions to mitigate, prepare, respond, and recover from the county’s riverine, overland, and coastal flood risks.

Alternative Options:

The alternative would be to develop the flood resilience strategy with only the all-volunteer Community Flood Resilience Task Force and Harris County Infrastructure Resilience Team which will continue to develop slowly.

Alignment with Goal(s):

_ Justice and Safety

_ Economic Opportunity

_ Housing

_ Public Health
