Background and Discussion:
Julia C. Hester House, Inc. ("Hester House") has a long-standing commitment to serving the residents of Harris County, providing vital resources and support as a community center. Hester House has a rich history, having been established in 1941 to address the needs of the community, fostering education, health, and social services. Hester House’s mission is to enhance the quality of life in Houston’s Fifth Ward and surrounding communities through programs and services that promote self-empowerment. The Hester House Board of Directors recognizes the importance of ensuring the continued operation of the Julia C. Hester House in its mission to support and uplift the community; and the Board has determined that it is in the best interest of the Hester House to donate the property known as “Hester House,” to Harris County Commissioner Precinct One for the purpose of facilitating continued community engagement and ensuring that the legacy of the Julia C. Hester House is sustainable and endures for the benefit the Harris County community. In light of transferring ownership of Hester House to Harris County, and with the desire to align resources with ongoing operational needs, the Board has also determined it is in the best interest of Hester House to donate the totality of the funds remaining in the Julia C. Hester House, Inc. bank accounts, totaling approximately $3.4 million as of August 30, 2024, to Harris County for the purpose of funding Hester House’s operations, maintenance, and improvements.
