Request Summary (Agenda Caption):

title

Request for approval of one (1) position, effective October 18, 2025, in support of procurement operations with no budget impact.

end

Background and Discussion:

The current Senior Buyer II (PCN 10025658) shall transition split into two (2) Buyer roles (by reclassifying the existing position and creating a new one) to better distribute responsibilities. This change supports the forthcoming adjustments effective September 1, 2025, under Texas SB 1173 which raises the competitive bid threshold from $50K to $100K, redistributing procurement workload and requiring more robust operational capacity. No budget impact and no additional County funds are requested.

Expected Impact:

One Senior Buyer II position currently supports both formal solicitations and renewals. Reclassifying this role into two (2) Buyer positions reallocates salary capacity to enhance front-line processing, lower-value transactional work, and ensure continuity in daily procurement operations. The added capacity will support compliance with revised SB 1173 thresholds, strengthen vendor engagement, and maintain timely, accountable execution of informal procurements in alignment with the County’s Target Operating Model.

Alternative Options:

Maintaining the current structure may limit adaptability, potentially impacting compliance and workflow efficiency as policy demands evolve.

County Strategic Plan Goal:  5. Minimize the impact of climate change and disasters.

County Strategic Plan Objective: T: Reduce GHG emissions from County operations by 40% by 2030.

Justice/Safety Initiative (Goal 1):   N/A

Infrastructure Initiative (Goal 2):  F1: Strengthen the County’s commitment to Vision Zero principles and goals.

Economy Initiative (Goal 3): J2: Increase the strength and size of MWBE prime vendors.

Health Initiative (Goal 4): N/A

Climate/Resilience Initiative (Goal 5): T7: Establish a sustainable purchasing policy for County procurement.

Housing Initiative (Goal 6): N/A
