Background and Discussion:

The initial project scope was to construct a stormwater detention basin and channel conveyance improvements along Jackson Bayou from Ramsey Road to Runnenburg Road per the recommended alternative from the feasibility study. (RPS, 2023). However, when the engineer updated the H&H models from the feasibility model to the latest Jackson Bayou MAAPnext models it was determined there was insufficient mitigation volume to construct the channel conveyance improvements. As part of the alternative analysis, two (2) proposed conditions were evaluated for Phase 1.  The first alternative was the channel, and an inline stormwater detention basin configuration recommended from the feasibility study (see Exhibit 1).  The second alternative evaluated, which is the recommended, was the same stormwater detention basin, but shifted to be offline only (see Exhibit 2).  The revised project scope for Phase 1 was then submitted to GLO (which is still under review) now only involves constructing only the stormwater detention basin on the north side of Jackson Bayou. This basin will cover approximately 2.85 acres and have a depth of 12.5 to 13.7 feet, with a 6-foot-deep wet bottom.  This phase 1 configuration will provide 15.1 acre-feet.
