Background and Discussion:
The purpose of the conveyance and exchange of the existing 30-foot drainage right of way to underlying fee owner is for the replacement of a new swale ditch located in a new 40-foot-wide public drainage easement to be dedicated to Harris County at the time of the abandonment of the 30-foot right of way. Furthermore, an 800,000 square foot to 900,000 square foot office/warehouse facility is planned for the Property.
Expected Impact:
Harris County will gain a very large office/warehouse complex that would not otherwise be built, which would bring in a considerable amount of tax revenue for the county. The exchange of the 30-foot right of way will not be detrimental to Harris County because it will be exchanged for a newly constructed 40-foot drainage swale which will improve the drainage conveyance from Beard Road.
Alternative Options:
If Harris County will not agree to exchange the 30-foot right of way which the county is not using, then the feasibility of constructing this facility and improved drainage for the area would not be an option.
