Background and Discussion:

This project is located in Precinct 2 of Southeast Harris County, in Laporte, Texas. Scientech Engineers, Inc. was contracted to conduct a Corridor Study to evaluate roadway reconstruction needs and related improvements along Bay Area Boulevard, extending from Fairmont Parkway to 1 mile South. Pursuant to the agreement, Scientech Engineers submitted the final study report on August 22, 2025. The report includes a comprehensive review of existing conditions and proposes design concepts to address roadway, safety, and mobility concerns within the study area.

Expected Impact:

The study identified three (3) potential design concepts for consideration. After evaluation, Harris County’s preferred alternative is Design Alternative 1, which focuses exclusively on the development of multi-purpose trails. This option aligns project goals and maintains compliance with budget expectations.

Key improvements include the construction of an 8-foot-wide concrete trail with ADA ramps on both sides of the roadway. Installation of a 5-foot safety buffer between the trail and outer traffic lanes. Regarding existing roadside ditches to support stormwater conveyance capacity while accommodating the new trail.

This project will enhance pedestrian and cyclist mobility, improve roadway safety, and provide long-term drainage benefits.

Alternative Options: The County could elect to approve or choose to reject the study recommendations. However, if not approved, the design plans cannot be completed as recommended in the study.

County Strategic Plan Goal:  2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
