Project Description:

The Harris County Precinct 4 Hockley Service Center, located at 28511 Old Washington Road, is undergoing a series of capital improvements designed to enhance operational efficiency, staff support, and long-term functionality. The planned upgrades include the purchase of new office furniture to improve workspace conditions, the construction of a new storage shed to address growing equipment needs, and the installation of updated IT equipment to strengthen connectivity and staff productivity. Additionally, enhanced security systems will be implemented to safeguard personnel and assets, and the existing diesel fuel tank will be converted to unleaded gasoline to align with the County’s current fleet standards.

These investments are vital to meet the increasing service demands of Precinct 4. They support a more resilient, responsive, and efficient work environment, ensuring the Hockley Service Center remains fully equipped to manage both day-to-day operations and emergency response efforts. This project aligns with the County’s broader goals of improving service delivery, modernizing infrastructure, and promoting responsible fiscal and operational planning.

Justification & Alternatives:

The requested investments are essential to fully operationalize the recently renovated Hockley Service Center and ensure it meets current and future service demands. Many of the existing furnishings and infrastructure elements are outdated and do not align with the new facility layout, limiting both functionality and staff efficiency. Upgrading these components is necessary to create a workspace that supports day-to-day operations and aligns with modern County standards.

The conversion of the diesel fuel tank to unleaded gasoline is a strategic adjustment that reflects the current makeup of Precinct 4’s fleet. Eliminating the need to support dual-fuel systems will streamline operations, reduce maintenance challenges, and improve cost-efficiency over time.

Additionally, the proposed enhancements to IT infrastructure and security systems are critical to maintaining a safe and connected work environment. These upgrades will support digital operations, protect County assets, and enhance overall facility readiness.

A thorough review of current inventories and available budgets confirms that there are no viable alternatives to meet these needs. Proceeding with the proposed investments is the most effective and fiscally responsible path forward to ensure Precinct 4, Hockley Service Center, operates at its full potential.
