title

Project Description:
These funds are intended to support new construction in the coming fiscal year and the continuous lifecycle management project to identify and address all required upgrades and enhancements of fire, safety, and electrical systems in County facilities that are currently maintained by Harris County Engineering. This includes fire safety systems, controls, and electrical service upgrades.
Project Scope:
Impending new construction and existing county facilities require upgrades or replacement to the fire safety and electrical systems. Harris County Engineering will be incorporating or updating fire safety systems across the county to comply with state and federal code requirements. The detailed project scope for FY25 is listed in the table below.
There might be changes in the County’s needs that result in minor operational changes for the project throughout the Fiscal Year, but the overall scope will remain the same, and any additional authorization would go through Commissioners Court approval.
Justification:
The county has multiple projects planned across the county and replacement or upgrades to existing facilities. Failure to continue implementing the required upgrades or replacements to the County's existing facilities will result in more expensive maintenance, as well as the closure of certain areas or facilities for non-code compliance and, most importantly, risks to life/safety. Fire safety systems and electrical upgrades are critical and or required to support the building infrastructure and to allow occupancy. Fire safety and electrical issues involve building code and safety requirements.
HCED continues to experience the effects of previous years’ inflation regarding materials and labor for construction projects. Although inflation for costs of materials and labor increased at the historical average in FY2025, the increase from previous years is expected to remain.
Alternatives and Engagement:
Not funding this program would lead to an increased maintenance and repair costs, and, in some cases, could create hazards to life and safety. Delay in project timeline may increase costs due to increased deterioration of infrastructure, potential bid increases, and increase in material and labor costs.
