Project Description:

Harris County Public Health (HCPH) is proposing the renovation of Annex 1 to serve dual purposes: the expansion of ACCESS Harris services and the establishment of a compliant, modern vaccine storage facility for Community Health & Wellness Division. This facility will serve as a centralized hub for cold storage and pharmaceutical management, while also offering a space for public-facing services provided by ACCESS Harris. The location’s office space, parking, and central accessibility make it an ideal site for these operations.

Project Scope:

The scope of this project includes the renovation of the existing Annex 1 building to create a modern, efficient, pharmacy storage facility and public facing site for ACCESS Harris services.

Key tasks include:

•                     Climate Control Systems Upgrade - To ensure the safe storage of temperature-sensitive vaccines, HCPH will install updated climate control systems that meet regulatory requirements for pharmaceutical handling.

•                     Security System Enhancements - Upgraded surveillance and restricted access systems will be implemented to comply with federal and state guidelines for the secure storage of vaccines.

•                     Facility Aesthetics and Functionality - Flooring will be replaced and walls repainted to enhance the facility’s aesthetic appeal, creating a more welcoming environment for public-facing services. Electrical upgrades to support the vaccine storage.

•                     Generator Installation - A backup generator will be installed to guarantee continuous power for refrigeration in case of outages, ensuring vaccine integrity.

Justification:

ACCESS Harris:

The current challenge for ACCESS Harris stems from its location in the downtown building at 1111 Fannin, which is not easily accessible for many participants. Factors such as traffic congestion, limited parking, and the complexities of navigating downtown can make it difficult for community members, particularly those in vulnerable populations, to reach the services they need.

The proposed relocation to Annex 1 would significantly improve accessibility for participants. This site offers easier access and a location that is more central to the communities being served. Having a more accessible facility, ACCESS Harris can enhance its outreach and improve service delivery, enabling participants to attend consultations, assessments, and meetings with greater convenience. This change would foster better engagement and ensure that public health and support services are more readily available to those who need them.

Community Health & Wellness Division Responsible Entity Operations:

With Harris County Public Health (HCPH) recently designated as a Responsible Entity for immunization expansion by the State of Texas, the demand for secure, climate-controlled vaccine storage has increased. This project will establish a modern cold storage facility that meets all regulatory requirements, supporting vaccine management and distribution for HCPH’s Community Health & Wellness Division (CHWD).

This comprehensive renovation will support both CHWD’s role as a Responsible Entity for vaccine storage and distribution and ACCESS Harris’s critical public-facing services, improving overall efficiency and service delivery.

Alternatives and Engagement:

Continuing without these upgrades would leave HCPH unable to meet growing demands for vaccine storage and distribution. It would also limit ACCESS Harris’s ability to serve the community effectively.

The project aims to establish a fully operational, compliant vaccine storage facility that meets all public health requirements, alongside a welcoming and accessible space for ACCESS Harris public-facing services. The location is expected to enhance service delivery for both vaccine distribution and community services.
