Request by the Office of the County Engineer for approval to submit an application to the United States Department of Transportation for grant funds in the amount of $22,782,018, with a required match of $5,695,505, for the FY 2024 Safe Streets and Roads for All (SS4A) Program.

Background and Discussion:

SS4A is a discretionary grant program providing up to $25 million per application for Fiscal Year 2024 in

dedicated funding to support regional and local projects and strategies that will prevent roadway deaths and

serious injuries in the applicant’s jurisdiction.  The Harris County application is for roadway safety

improvements along various contiguous corridors throughout the four precincts.  These continuous corridors are comprised of high-ranking segments in the Harris County High Injury Network (HIN).  The project locations included in the County’s FY 2024 SS4A Implementation Grant Application are selected based on the corridors’ high number of fatalities and injuries and the high percent of population in DOT’s disadvantaged census tracts, which is an important application scoring criteria by DOT. The roadway safety improvements in the County’s proposed projects include raised medians, sidewalks on existing cross section, roadway reconfigurations, access management, continuous lighting, and intersection improvements.

Expected Impact:

The submission of this application will allow Harris County the opportunity to obtain $22,782,018 in federal

grant funding with a local match of $5,695,505 to design and construct roadway safety projects which will help

achieve the County’s Vision Zero initiative to eliminate deaths and serious injuries from traffic crashes by 2030.  The implementation of the proposed project will create safe roadways for pedestrians, bicyclists, and car drivers.

Alternative Options:

If the County does not apply for the SS4A Implementation Grant for FY 2024, the roadway safety project may

have to be implemented using full local funding.
