Background and Discussion:

The project includes the reconstruction of Aldine Mail Route Road from Slater Lane to Aldine Westfield Road including concrete pavement replacement and storm sewer construction.  This change in contract also includes the final reconciliation of actual quantities used in construction against the bid quantities as follows:

PCO-27 - Center Point Electric had a High Voltage Electrical Duct bank in conflict with three lateral storm sewer connections required to complete the storm sewer system from station 110+49 to 118+20 South side of AMR, which delayed the contractor 28 days to his critical path work in completing the storm sewer and placing the concrete pavement.  The plans indicated that the electric duct bank was located deeper than it was.  As a result, CNP Electric had to hire their own subcontractor to demolish the top half of the duct bank, while the bottom half remained live with high-voltage electricity. $0.00 - 28 Days.

PCO-34 - As per TCP Phase 3, it is required to remove and replace the median sections back to original conditions near station 110+00.  However, there are no pay items associated with the 104 SY of subgrade and brick pavers re-installation.  $18,451.37 - 4 Days.

PCO-35 - We need to change an existing 24" grate top inlet to a manhole top in order to pour the sidewalk. $1,189.31 - 0 Days.

PCO-36 - Harris County will need to relocate two (2) electrical service risers on Harris County Right-of-Way in conflict with proposed construction. Coordination delays between the Electrician Sub and Center Point Electric delayed the relocation work by 72 days. $75,558.91 - 72 Days.

PCO-37 - Three new Curb Inlet Drains are needed to drain adjacent properties that are lower than the sidewalks causing flooding. $15,099.81 - 3 Days.

PCO-38 - Per the Special Requirements of the Specification, Contractor is entitled for price adjustment due to industry wide changes.  The total volume of concrete has been used for the project from April 2023 to the end of the project is approximately 8,644 CY and price went up by $6/CY.  The total Price will be equal to $52,382.64 with 1% bond included. $52,382.64 - 0 Days.

PCO-39 through PCO-46 - FINAL ADJUSTMENTS - OVERRUNS AND DEDUCTS - $-1,143,600.92 - 0 Days.
