Background and Discussion:

Commercial Paper Series D-2 can be used for (1) construction of public works, (2) the purchase of automobiles, equipment and machinery, including computers, materials and supplies for the operation of the County’s precincts and departments (3) Professional services, including services provided by engineers, architects, attorneys, auditors, financial advisors, and fiscal agents, in connection with the contractual obligations described in (1) and (2).

Commercial Paper is being requested for the Training Classroom project and is expected to be repaid within the next three fiscal years either through bonds, budgetary means or pay-as-you-go sources.  This is for approval for allocation of commercial paper for a previously approved project within the previously authorized amount.

HB 1869 compliance confirmed by:  Paige Abernathy, Assistant County Attorney, June 17, 2023.

Expected Impact:

A Training Classroom will be constructed at the Sheriff and Fire Marshal’s Office (FMO’s) training facility located at 2318 Atascocita Rd, Humble TX.  This training classroom will be used for in-person and hybrid training for public safety and industrial partners.  The total cost of the project is estimated to be $3,850,000.  This is an increase of $600,000 from the original Estimated Project Cost approved in the PIM.  The intent of this request is to receive final authorization of all funding required to complete the project.

Alternative Options:

The alternative is to continue with the current training facility; however, the current facility cannot accommodate all requests for fire and life safety classes, and this could impact emergency responder training.
