Background and Discussion:

The County has received funding from this grant program since 2002. This grant is funded by the U.S. Department of Homeland Security via the Office of the Governor, Homeland Security Grants Division and includes a suite of risk-based grants to assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats.

This grant provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. As a FEMA requirement, additional certifications and controls are imposed on the acquisition of controlled equipment. Special conditions and assurances mandate jurisdictions to obtain approval from its governing body prior acquisition.

Expected Impact:

If approved, the County will utilize $180,000 to acquire excepted or controlled equipment for eGrant# 5243901 that would impact the County's preparedness and response capabilities to terrorist events and other emergencies.

Alternative Options:

Without this funding the County would need to find alternate funding, possibly utilize general funds, to maintain a robust Homeland Security Program.
