Request by the Flood Control District for approval to submit an application to the Texas Department of Emergency Management for grant funds in the amount of $3,750,000, with a required match of $1,250,000, for the Federal Emergency Management Agency Fiscal Year 2025 Building Resilient Infrastructure and Communities Grant Program (White Oak Bayou Watershed, Bond ID C-16, Precinct 1).

Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the (Federal Emergency Management Agency) FEMA Building Resilient Infrastructure and Communities (BRIC) Program to fund the project in the White Oak Bayou Watershed. BRIC funding is available annually through funding allocation from the US Congress. The proposed project in White Oak Bayou Watershed will fund construction of the project. The Flood Control District plans to source the required local cash match ($1,250,000) from CIP or O&M funding.
Expected Impact:
This grant would fund construction of the Woodland Trails Stormwater Detention Basins. The Flood Control District expects that once constructed, this project will lower the water surface elevation floodplain in the White Oak Bayou Watershed by creating additional stormwater detention volume in the area.
The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
