Background and Discussion:

Precinct 3 will utilize this Community Project Funding grant to reconstruct two distinct locations in far

east Harris County - Mobile Homes Parkland and Patiowoods. The Mobile Homes Parkland scope of

work reconstructs Lochness Dr and Greenbow Lane from a gravel road with undefined drainage to an

asphalt roadway with a roadside ditch and driveway culverts. The proposed scope of work occurs

within an existing right-of-way. The Patiowoods scope of work reconstructs approximately 1,750 feet

of failing, substandard concrete pavement with a concrete curb and gutter roadway with storm sewer.

The agreement accompanying this award acceptance supersedes the agreement presented to Commissioners Court on August 7, 2025 as that version was not signed by the U.S. Department of Housing and Urban Development (HUD).  HUD requested that the agreement presented herewith be executed in place of the prior agreement.

Expected Impact:

Reconstructed roads will improve safety, ensure homes are accessible by emergency vehicles, and

improve drainage in these neighborhoods.

Alternative Options:

No alternative option identified.
