Background and Discussion:

As the construction needs of Harris County have grown, so has the need for a robust automated program management tool. This software system was approved with four renewal options on October 18, 2022, by the Court. This software continues to be needed in order to meet the growing demands of multi-scale construction projects and adherence to regulatory labor compliance: Texas Government Code 2258, Davis Bacon and Related Acts, and HUD Section 3 Provision requirements that the Department of Economic Equity and Opportunity monitors for all County construction Projects.

Expected Impact:

Using LCPtracker, DEEO will automate the entry and management of certified payrolls for local and federally funded projects and provide detailed worker information and dynamic reporting abilities to monitor current and future workforce initiatives. Funding for the software will be cost-allocated to federal grants and/or Interlocal agreements with partnering agencies and departments.
