Background and Discussion:

On December 10, 2024 Harris County entered into an agreement with The Harris Center with an award sum of $886,572.00 to provide safe and supported transitional housing for homeless individuals with a history of mental health treatment. This agreement expired August 31, 2025 and The Harris Center had not received the full award and continued to provide services.

The Independent Living Program provides safe and supported transitional housing for previously unhoused individuals with a history of severe mental health problems, evidenced and exacerbated by the COVID-19 pandemic, by providing 24/7 staff availability on-site to reduce the likelihood of residents going into a psychiatric crisis episodes and/or substance use relapses by focusing on proactive case management and housing navigation services, including addressing physical health, behavioral health, employment, and psychosocial needs.

Additional supportive services provided by the Independent Living Program include: peer services provided by those with lived experience centered around stability and sobriety, medication monitoring, individual therapy, group therapy, licensed chemical dependency counseling, and linkage to benefits and community resources allowing residents to receive holistic care and position themselves for a successful transition to the community including but not limited to Permanent Supportive Housing.

The County is willing to pay The Harris Center for  (a) services performed prior to the Expiration Date which have not yet been awarded and (b) services performed and to be performed following the Expiration Date through November 30, 2025 (new expiration date). The Harris Center is entering into this Agreement to obtain payment for these services in an amount up to $180,000.00 and the County, without any admission of unjust enrichment or other payment obligation, is entering into this Agreement solely to avoid any expenses of litigation and to resolve the matter amicably between the Parties.

Expected Impact:

$180,000.00 comprised of previously allocated ARPA funds for this contract. No new funds are requested to honor this settlement agreement.
