Background and Discussion:

The Westheimer Parkway Trail Crossing Improvement Project in Precinct 4 was funded through Texas Department of Transportation’s (TxDOT) Highway Safety Improvement Program. The proposed project will construct enhancements along Westheimer Parkway - identified as Freedom Park pedestrian improvements inclusive of a range of improvements, such as signage, pedestrian crosswalks, and the installation of lighting to increase visibility and enhance safety. The total funding includes $514,668 with $422,004 of federal funds, $21,569 of State funds, and $71,095 of local match.

To proceed with the construction, the OCE is seeking the County Judge’s signature on a Real Estate Form for a Recreational License/ Agreement authorizing submission to the United States Army Corps of Engineers associated with permitting.

Expected Impact: Completion of the signatory approval for permitting allows the Office of the County Engineer to proceed with the construction of safety improvements to Westheimer Parkway in Precinct 4.

Alternative Options: Without the signatory approval for permitting, the commencement of work will be delayed impacting the period of performance for the grant award.
