title

Request for discussion on the FY25 budgets and tax rates for Harris County, the Harris County Flood Control District, Toll Road Authority and Harris Health System.

end

Background and Discussion:

The recommended General Fund operating budget is $2,666M, which includes strategic investments in public safety, three additional district criminal courts to further reduce the criminal court’s backlog, the expansion of the County Public Defender’s Office, and additional resources for compliance of the County’s MWBE program.

The proposed FCD budget is $241M, which provides an increase of $113M over last fiscal year for increased costs to maintain existing infrastructure, including erosion repair, vegetation management, and facilities. This increase is needed to provide a consistent level of support for the Bond Program and maintain both new and existing infrastructure.

The proposed HCTRA budget is $740M (Expenditures). This is a $83M increase over FY24. OMB recommends leaving the HCTRA surplus revenue transfer to Commissioner Precincts Mobility funds in the amount of $288M.

Expected Impact:

The proposed budget and revenues:

Maintains current level of service for County departments and strategically invests in employee retention, public health and safety, the District Criminal Courts, the Public Defender’s Office, infrastructure, and flood resiliency.

Alternative Options:

Commissioners Court can adopt a budget up to the Auditor’s Final Estimate of Available Resources.

If the fiscal year starts without Commissioners Court adoption of a budget, then the County would experience a dead period until a budget is adopted. A dead period of longer than a week would be detrimental to County operations and services, as purchase orders could not be issued or modified, and expenditures for items without carryover POs could not be processed. This would also affect the use and payment of credit cards.
