Background and Discussion:
The project is located in Crosby, TX, within Harris County. The section of Franta Addition Neighborhood that is within the scope of this project is bounded by Miller Wilson Road on the west, by Franta Road to the north, the existing shallow drainage swale on the east and the existing railroad embankment to the south. There are two segments of drainage channel proposed for improvement: a smaller swale draining due south from Franta Road to the railroad tracks, and a larger channel draining to the southwest toward Miller Wilson Road. The scope and proposed improvements include clearing and grubbing within and in the vicinity of these two channels as per the approved plans. Construction of these improvements to be performed by Tree Guy, LLC, ensures that the project is built in accordance with Harris County and Harris County Flood Control regulations.
The Change in contract request new items for the following:
• PCO-1: Hydro-mulching - Added New Item “Hydro-mulching” additional cost for the amount of $6,534.00 and added 15 days. Change in contract is due to the Hydro-mulching not being included in the initial contract with Tree Guy, LLC. However, plans call for erosion control and the precinct has requested that hydro-mulching be completed.
Expected Impact:
This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This modification is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Franta Addition Neighborhood, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund, for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the project
area will continue to experience flood risk.
