Background and Discussion:
On March 27, 2025, Harris County Commissioners Court approved a Master Agreement between Harris County and Family Endeavors, Inc. for Family Endeavors Rapid Re-Housing, funded with PY2024 ESG funds in the amount of $678,604. The ESG funds allowed the Subrecipient to provide rapid re-housing assistance, to include case management, application fees, security/utility deposits, and medium-term rental assistance to eligible homeless individuals.
On August 14, 2025, Commissioners Court approved the First Agreement Amendment to replace $71,222 in PY2024 ESG funds with an equal amount of PY2023 ESG funds to allow for timely expenditure of PY2023 ESG funds and to update the Budget and Federal Award Identification Table accordingly. The total PY2023 and PY2024 ESG project allocation remained $678,604.
The Second Agreement Amendment will decrease PY2024 ESG funds by $150,000, update the Scope of Services and Budget, and revise the Federal Award Identification Table to right-size project budget and ensure the timely expenditure of PY2024 ESG funds. The total ESG project allocation will decrease to $528,604, consisting of $71,222 in PY2023 funds and $457,382 in PY2024 funds.
Expected Impact:
No additional cost to Harris County, the ESG funds allocation will decrease to $528,604.
Alternative Options:
