Background and Discussion:

The Yale Stormwater Detention Basin is located southeast of the intersection at W. Tidwell Road and Yale Street, in the White Oak Bayou Watershed. This project, along with future improvement projects, will help remove the 500-year area of inundation from an estimated 2,815 structures, 2,520 acres of land and 82.8 miles of roadway. The Yale Stormwater Detention Basin project includes a wet bottom detention basin with an inflow side weir and flap gate outfall pipe, adjacent to E101-00-00 (Little White Oak Bayou).

The purpose of this Contract Change is to increase quantities for demolition pay items of remove and

dispose of driveways and sidewalks, asbestos pipe removal, remove and dispose of manholes and

inlets, as well as flowable fill to plug existing channel outfall piping. Due to the significant overgrowth

of vegetation on site the existence of these items was likely not identified in the initial survey. An additional 24 calendar days for the Contractor to clear the concrete for evaluation, field meetings, measurement, demolition, and material haul off.

Expected Impact:

This change will allow the contractor to construct the project so that Harris County can realize intended flood risk reduction benefits.

Alternative Options:

This is an active construction contract, so there are not many alternatives to approving a change order other than cancelling the contract which is not recommended as doing so would substantially delay the remaining work in the construction contract.
