Background and Discussion:
On June 26, 2012 Commissioners Court approved a contract with TransCore for the design, installation and maintenance of a roadside toll collection system for HCTRA’s network of toll roads. This contract has been amended several times to continue meeting HCTRA’s changing toll collection needs.
Court approved an ILA with METRO on May 16, 2023 to expand HCTRA’s responsibilities to operating and maintaining METRO’s Automated Reversible Gate Operations (ARGO) on 105 miles of Express Lanes throughout Harris County. Under a previous ILA between Harris County and METRO, HCTRA has been providing tolling services on METRO’s Express Lanes since 2017 and violations collections since 2021.
This amendment includes the installation of toll collection systems and toll equipment infrastructure that are compatible with HCTRA’s existing toll collection system and is necessary to accommodate the conversion to cashless toll collection while maintaining revenue collection throughout construction. It also incorporates HCTRA’s operations and maintenance obligations for the ARGO system for 5-years. TransCore was providing these services under a contract with METRO that expired in July 2023. This amendment will allow all HCTRA toll lanes and toll lanes managed by HCTRA to be performed with a single vendor.
Expected Impact:
The toll collection system scope includes specialized and proprietary toll collection equipment and services, including systems design, systems documentation, toll collection equipment, staging, field installations, systems integration with HCTRA's back office system, and end-to-end testing for over 400 toll lanes to facilitate the BFH program conversion to cashless. This installation needs to be in parallel to the existing toll system so thorough testing is conducted on the new cashless system before decommissioning the existing toll plaza equipment to ensure continued revenue collection. This also include the coordination and construction activities for specialized pavement and supporting infrastructure required for the tolling solution at 14 mainline plazas, 7 reconstructed ramps, 7 new toll ramps, and 22 conversion ramps to support the BFH program. The scope also includes upgrading sixteen (16) Plaza Host Environments that are end of life to ensure uninterrupted revenue collection at these existing toll plazas.
Adding the operations and maintenance of METRO’s ARGO operations to TransCore’s contract allows HCTRA to efficiently and effectively fulfill their contractual obligation to METRO by managing a single vendor to provide all operations and maintenance of the tolling and ARGO systems without any disruption to transit or other Express Lane traffic using these vital corridors throughout Harris County.
