Request by the Flood Control District for approval to accept an amendment to an agreement with the United States Department of Agriculture/Natural Resources Conservation Service to extend the grant end date to December 31, 2026, for the Emergency Watershed Protection Program (Project ID Z100-00-00-Y100, Countywide).

Background and Discussion:

It is recommended that the Flood Control District be authorized to accept Amendment No. 1 to USDA NRCS Emergency Watershed Protection Program Cooperative Agreement No. NR267442XXXXC003 for Hurricane Beryl debris removal. The amendment extends the current period of performance by 92 calendar days, from September 30, 2026, through December 31, 2026, with no change in funding. The extension applies to NRCS Project No. 5118 and the Damage Survey Reports identified in the executed amendment.

Expected Impact:

Acceptance of the amendment will provide the Flood Control District additional time to complete the remaining Hurricane Beryl debris-removal work and prepare the project for closeout in accordance with NRCS requirements. The Flood Control District will continue to use its resources and applicable contractors and consultants to complete the work and administer the cooperative agreement in compliance with applicable federal, state, and County requirements.

Alternative Options:

The alternative is not to accept the amendment, in which case the current period of performance would end September 30, 2026, and the remaining work and grant closeout would need to be completed under the existing schedule.
