Request Summary (Agenda Caption):
title
Request by the Office of the County Engineer for approval to submit an application to the U.S. Department of Transportation for grant funds in the amount of $8,000,000, with a required match of $2,000,000, for the FY 2023 John R. Harris Park Pedestrian Bridge Active Transportation Project.
end
Background and Discussion:
The Active Transportation Infrastructure Investment Program (ATIIP) grant aims to fund various projects across the United States that enhance the resiliency of on- and off-road active transportation infrastructure, protect the environment, and improve the quality of life in disadvantaged communities by delivering connected active transportation networks and expanding mobility opportunities.
ATIIP is a discretionary grant program providing up to $44,550,000 million under this Notice of Funding opportunity (NOFO) for Fiscal Year 2023. The grant provides a minimum of $7,500,000 for any given Construction grant, and a maximum of $15,000,000 in ATIIP funds for qualifying disadvantaged communities or $12,000,000 in ATIIP funds for all other Construction grant applicants.
Harris County’s proposed Active Transportation Infrastructure Investment Program - Capital Construction project includes the construction of the planned John R. Harris Pedestrian Bridge to improve connectivity between disadvantaged communities and increase safety along multiple corridors, Destination Trail, and other bicycle-pedestrian improvements. The project is included within Precinct 2, and the pedestrian bridge’s project area emerges from landforms within the park to allow for safe pedestrian connection across Broadway Street. This project is in the disadvantaged census tracts in DOT’s funding criteria.
The project will also include construction of bicycle-pedestrian improvements to connect the planned John R. Harris Park to surrounding neighborhoods, and Destination trail improvements. In addition, the proposed project focuses on DOT required criteria such as equity in transportation, community connectivity, bicycle network, and safety.
Expected Impact:
The submission of this ATIIP application for the John R. Harris Park and Trail-Pedestrian Bridge Active Transportation Project, this capital construction project will enable Harris County to secure $8,000,000 in federal grant funding, supplemented by a local match of $2,000,000.
Alternative Options:
If the County does not apply for the ATIIP application for the John R. Harris Park and Trail-Pedestrian Bridge Active Transportation Project, the capital construction project may have to be implemented using full local funding.
