Request for approval of an award on the basis of low bid to Sprint Sand and Clay, LLC in the amount of $4,435,747 for rough grading of the Bear Creek Stormwater Detention Basin for the Flood Control District and for the County Clerk to execute any applicable bonds to be received, and that the court grant a waiver of technicality for the vendor which owed county taxes when bids were received and is now current on taxes (250401), MWBE Contracted Goal: 29.68%.

Background and Discussion:
In 2019, the Harris County Flood Control District (HCFCD) purchased 4 tracts of land totaling 508.79 acres for the purpose of green preservation. In 2021, an assessment of the suitability of the site as a mitigation bank was performed, but it was determined that the properties were not adequate for that purpose. In 2023, the Texas Department of Transportation (TxDOT) approached HCFCD to discuss using the property for the construction of a mitigation basin as part of their FM529 roadway expansion project. These discussions are ongoing. In February 2025, a $11,528,731 budget for project U502-12-00-E001 was initiated under Charter ID F-55 to fund the development of an interim stormwater detention basin (SWDB) on approximately 65 acres of the southwest portion of the properties. This excavation would be performed as a rough grading project and would be part of a future Bear Creek Regional SWDB using the entire acreage of the properties.
Expected Impact:
The rough grading would provide immediate cost-effective flood risk reduction benefits for Harris County residents by increasing detention volume capacity along Bear Creek (U102-00-00) and contribute to the future construction of the Bear Creek Regional SWDB. The Regional SWDB will also contribute to the HCFCD’s Cypress Creek Overflow and Upper Langham Creek Frontier Programs (i.e., the Regional SWDB will also mitigate flood risks from channel improvements to Langham Creek (U100-00-00)).
Alternative Options:
The alternative to this item would be that the low bidder will not be accepted, which would result in increased delays to and possible cost increases for the development of additional detention volume capacity in the Addicks Reservoir.
