Background and Discussion:

On March 11, 2021, the American Rescue Plan of 2021 (“ARPA”) was signed into law. Two signature programs of ARPA are the Coronavirus State Fiscal Recovery Fund (“CSFRF”) and the Coronavirus Local Fiscal Recovery Fund (“CLFRF”), together SLFRF. Harris County Commissioners made available ARPA SLFRF funding for community facilities, infrastructure investments and public services to increase the operational capacity of nonprofit organizations and local governments to; 1) reduce the number of residents experiencing homelessness, housing insecurity, or food insecurity; 2) expand access to healthcare and behavioral health supports; and/or; 3) reduce violent crime, domestic violence or sexual abuse.

On January 25, 2024, Harris County Housing and Community Development (HCD) released a Request for Proposals for the Community Facilities and Infrastructure Investments Program and a second round was released on June 28, 2024.  HCD received thirty -three (33) infrastructure applications and thirty-two (32) capacity building projects for a total of 65 applications. Eligible project proposals were evaluated and chosen within each Precinct to support the Community Facilities and Infrastructure Investments program.  Harris County will award  $18,885,350 in ARPA SLFRF and General FLEX funding to twenty-two (22) organizations to address one of the following: homelessness and housing insecurity; food insecurity; lack of access to healthcare and behavioral health supports; and refuge from domestic violence and/or sexual abuse.
