Background and Discussion:

The Racial and Ethnic Equity Committee, the Office of County Administration, and Harris County Juvenile Probation Department are partnering on a community event to support teachers in the juvenile justice system. Each year there are a myriad of events for back-to-school center around students and parents but rarely are teachers supported. Teachers in Harris County Juvenile Probation Department are uniquely situated in access to resources that help alleviate the burden of closing the learning gap for justice involved youth and incur out of pocket expenses to supplement instruction. The Texas Juvenile Justice Department reports that, “Youth committed to TJJD function, on average, four to five years below expected grade level for their ages.” Moreover, Texas teachers are reported to be spending an average of $1,396 a year on classroom supplies. This event is a direct reflection of the county’s commitment to being community-centered and being effective, efficient, and equitable. The Adopt-A-Teacher Resource Fair will provide 10 teachers with $600 in classroom supplies and will gather community-based organizations and resources to support the 2025-2026 academic school year.

A Memorandum of Understanding has been drafted by the Office of County Administration and Juvenile Probation Department to declare their intent to work in a cooperative and coordinated manner to achieve the goals of the Project, including a monetary contribution from OCA to JPD toward the cost of classroom supplies.

Expected Impact:

Direct services for 10 teachers in the juvenile justice system, provide literacy resources and learning development opportunity for all teachers in the juvenile justice system, collect pertinent information about justice involved youth to report back to the Criminal Justice Coordinating Council.
