Request for approval to purchase wetland mitigation credits, in the amount of $13,800, from the Greens Bayou Wetlands Mitigation Bank Subdivision C, Palustrine Forested (PFO) and Palustrine Emergent (PEM) wetlands for permitted impacts of 0.23 acres of wetlands on the Channel Rehabilitation at Kuykendahl and Cypress Hill Stormwater Detention Basin project in accordance with the requirements of U.S. Army Corps of Engineers Permit Number SWG-2025-00341 (Cypress Creek Watershed, Bond ID CI-012, Project IDs K100-00-00-X114 and K500-31-00-E001, Precinct 3).

Background and Discussion:
The project site was delineated and found to contain jurisdictional wetlands as determined by the U.S. Army Corps of Engineers. Approximately 0.23 acres of wetlands will be impacted by the construction of the proposed stormwater detention basin.
Expected Impact:
The closest Flood Control District mitigation bank is the Greens Bayou Wetlands Mitigation Bank (GBWMB). This project is within the secondary service area for the GBWMB; therefore a 1.5 multiplier is applied to the credit requirement, bringing the total mitigation credit needed to 0.23 acres and a total cost of $13,800.00. This project will impact aquatic resources protected under Section 404 of the Clean Water Act.
Alternative Options:
A no-action alternative fails to meet the purpose and need of mitigating flood risk by providing additional system capacity. Under the No Action Alternative, the stormwater detention basin would not be constructed, and area residents and businesses would continue to be affected by area flooding. Mitigation Credits could be purchased from a private mitigation bank, but they will be more costly (over $100,000 per acre).
