Background and Discussion:
The is 675 acres generally bound by Clay Road to the south, State Highway 6 to the west, Addicks Satsuma Road to the north, and the Addicks Reservoir to the east. The structures in the subdivision have suffered repetitive flood losses. Most recently, during Hurricane Harvey, 1,396 structures were flooded. Prior to that, the Tax Day flood in April 2016 flooded 306 structures. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff. Drainage analysis has shown that street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flood risk for the subdivision. Stage A includes limited work within the subdivision. Stage B completes the subdivision work and includes the channels in the Addicks reservoir. This contract includes construction services for Stage A. Construction of these improvements to be performed by Environmental Allies, LLC, ensures that that the project is built in accordance with Harris County and Harris County Flood Control regulations.
The Change in contract request new items for the following:
• PCO-5: Collar Tie-In on 96-inch Reinforced Concrete Pipe Laurel Heights - Added New Item “Concrete Collar for 96-inch reinforced concrete pipe Laurel Heights” - additional cost for the amount of $3,728.85. Change in contract is due to unforeseen field conditions. During excavation to connect proposed 10’X10’ Junction Box to existing 96-inch reinforced concrete pipe between Stations 14+00 and 14+34 Laurel Heights with a proposed 6’X3’ reinforced concrete box, the Contractor discovered that the 96-inch reinforce concrete pipe was surrounded with rectangular concrete structure approximately 1 foot thick. The Engineer of Record reviewed plan sheet 25 to add a concrete collar detail to make connection between the 6’X3’reinforced concrete box and 96-inch reinforced concrete pipe.
• PCO-6: FURNISH AND INSTALL JB F42-E - Added New Item “Furnish and Install JB F42-E” - additional cost for the amount of $16,500.00. Change in contract is due to unforeseen field conditions. The Contractor requested to exchange proposed 10’X10’ junction box for a 10’X5’ junction box located at Sta. 13+99.42 Laurel Heights in order to reduce footprint of work area and keep more open area for the traffic control required. The Engineer of Record requested and approved a submittal from the Contractor with a Texas Engineer design and stamped structural plan of the proposed junction box.
• PCO-7: Thistlecroft & Laurel Heights Driveway - Additional Cost in the amount of $6,583.00. Change in contract is due to unforeseen field conditions. During a field visit the Engineer of Record and Harris County Construction Manager determined to extend the removal and replacement of driveway #1 located at station 14+00 Thistlecroft up to the right of way due to poor conditions of existing driveway #1. In addition, adjustment had to be made to existing sidewalk leading up to the driveway. Additional quantities added to existing Lines Item 14 “REMOVE, AND HAUL AWAY EXISTING CONCRETE SIDEWALK”; Item 16 “REMOVE AND HAUL AWAY EXISTING CONCRETE DRIVEWAY”; Item 20 “PROPOSED HIGH EARLY STRENGTH CONCRETE PAVEMENT (6”)”; Item 22 “PROPOSED CONCRET SIDEWALK (4.5")”; Item 33 “SODDING FOR EROSION CONTRO AND STABILIZATION”
• PCO-8: Revised Roadway Grade - Additional cost in the amount of $12,657.04. Additional quantities to existing Line Items # Item 4 “REMOVING OLD CONCRETE (PAVEMENT) WITH CURB”; Item 11 “DEMOLISH 5 VERTICAL FEET OF STORM MANHOLE AND CAP”; Item 20 “PROPOSED HIGH EARLY STRENGTH CONCRETEPAVEMENT (6") - DRIVEWAY”; Item 21 “PROPOSED HIGH EARLY STRENGTH CONCRETE PAVEMENT (6") - ROADWAY”; Item 23 “CONCRETE CURB (6")”; Item 29 “LIME-FLY ASH STABILIZED SUBGRADE (6")DEPTH)”, Item 31 “LIME (SLURRY) FORSTABILIZED SUBGRADE (2%)”; Item 32 “FLY ASH FOR STABILIZED SUBGRADE (8% DRY WEIGHT)”; Item 33 “SODDING FOR EROSION CONTROL AND STABILIZATION” - Change in contract is due to difference in field conditions. The construction plans did not call out transition distance from proposed to existing paving tie-ins at the intersections of Prairie Creek & Pine Cliff Dr., Prairie Creek & Highlands View Ct., Prairie Creek & Rocky Branch Dr. EOR provided revised drawings sheets 22, 38, 40, 42, 43, 78, 83, 84, and 143.
