title
Request by the Flood Control District for approval to terminate the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation (LPDM) grant in the amount of $3,413,158, for the Halls Bayou Watershed Program P118-09-00 Conveyance and Detention Improvements (Project ID P118-09-00-E001, Precinct 1).
end
Background and Discussion:
The proposed North Forest Stormwater Detention Basin (Halls Bayou Watershed Program P118-09-00 Conveyance and Detention Improvements) was designed to reduce flood risk for the Scenic Woods / North Forest community during significant weather events. This grant was originally secured by The Honorable Sheila Jackson Lee of the 18th Congressional District in June 2022, under the Federal Emergency Management Agency Legislative Pre-Disaster Mitigation Program.
After extensive discussions over several years with Houston Community College (HCC) leadership, Harris County could not reach an agreement to secure the necessary property for the stormwater detention basin. FEMA determined that removing the detention basin from the project is not allowable. The Flood Control District considered alternative stormwater basin locations; however, they were not hydraulically beneficial and would not save homes from flooding. Without a viable path forward, the Flood Control District has made the difficult decision to halt the project and return the associated federal funding.
As shared during two community meetings in the Scenic Woods/North Forest neighborhoods, the Flood Control District will proceed with a maintenance project in the area to ensure the existing channel functions as originally designed. Because a stormwater detention basin cannot currently be included in the project, the Flood Control District requests to terminate grant funding from the FEMA LPDM grant, made available through the FY22 Federal Budget.
Expected Impact:
The Flood Control District will limit the project scope to concrete channel lining restoration and utilize local funds for the completion of the modified scope.
Alternative Options:
Multiple efforts and options were considered to relocate the basin, but did not provide hydraulic benefits. There is not an alternative to terminating the FEMA LPDM grant.
