Background and Discussion:

The proposed watershed study project will evaluate the current state of riverine flood risk in the Cypress Creek watershed to inform further preliminary engineering and potential structural flood mitigation measures. If the grant is awarded, the Flood Control District will utilize available funding in its annual budget as the required local cash match ($412,500.00).

Expected Impact:

The project includes the study of the current state of the Cypress Creek watershed, building from previous studies in the watershed.  The project will evaluate current areas at risk of flooding for residents, and evaluate potential measures to shrink the regulatory floodplain, while avoiding adverse impacts to Cypress Creek or the natural environment.

The Flood Control District will utilize its resources and applicable consultants throughout the study project, as well as the management of the grant approval process, in compliance with all Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternatives are: 1) not to apply for / accept the grant funding, wherein the Flood Control District’s understanding of current and future flooding risks to the residents in the Cypress Creek Watershed remains unchanged, or 2) the study will need to be funded entirely with local funding.
