Background and Discussion:

On 6/27/2023 Commissioners Court approved a Final Investment Memo for the Juvenile Justice Facility and modernization project request for approval of initial commercial paper funding in the amount of $985,000. On 4/23/2024 Commissioners Court approved an Approval to Negotiate with RDLR Architects, Inc. for the designing a building to serve in the implementation of a vocational program for the Harris County Juvenile Probation Department Quest Program which offers opportunities for Serious Offenders to explore educational programs to learn practical skills and training necessary for specific trades.

Expected Impact:

The construction of the facility would allow the program to offer opportunities for serious offenders to learn a trade which would affect the community and themselves in a positive way.  The Department will utilize the new construction space as a vocational training center at the Leadership Academy.  The vocational training center will be designed in collaboration with community partners, to serve youth in the Serious Offenders Program.  The vocational training can assist the youth in learning tangible skills and certifications for trade-craft jobs that are in demand and profitable.  This opportunity would give them a chance to be self-sufficient and a viable citizen and aim them in reintegrating into society.

Alternative Options:

Elements will continue to deteriorate and, in some cases, cease to function which will cause a cascade effect on supporting systems and equipment, further taxing the existing system.  This will result in a greater need in the future and result in an even larger Capital Improvement Plan request.

County Strategic Plan Goal:  1. Make Harris County safer and more just.

County Strategic Plan Objective: B: Reduce criminal legal system exposure that does not advance public safety.

Justice/Safety Initiative (Goal 1):   B3: Increase school-based juvenile justice diversion and other interventions.

Economy Initiative (Goal 3): K2: Partner with community organizations to create new and build upon existing apprenticeship opportunities,

Health Initiative (Goal 4): N/A

Climate/Resilience Initiative (Goal 5): N/A
