Background and Discussion:

The request includes execution of agreement and cooperative purchase for Streetlight Data subscription. The Office of the County Engineer is utilizing StreetLight data in most of planning projects such as Harris County Transportation Master Plan, Vision Zero, and corridor safety studies. The dataset is utilized as a tool to help inform decisions and to develop project budgets. The dataset includes vehicle miles traveled, travel delays, travel speeds, turning movement counts, origin-destinations, and pedestrian volume data. Many federal and state transportation grants require data-supported justifications. StreetLight InSight offers credible, defensible data that can strengthen funding proposals and demonstrate anticipated project impacts. Harris County has leveraged StreetLight Data for several grant applications, which helped to receive over $300 million in grant awards over the past two years.

Expected Impact:

StreetLight is a data planning tool that helps identify traffic impacts on transportation corridor studies and guide conceptual designs.  Traffic data can be pulled as far back as 2021 so historical trends can be tracked.  Turning movement counts can also be pulled from Streetlight for intersection design.

Through Streetlight daily traffic counts and turning movement counts can be collected for a designated area or community at one time, saving time over using tube counts or cameras and waiting weeks for processing.

Alternative Options:

Without a StreetLight traffic data would be gathered through field counts that take days per location or through counts collected by other entities like, TxDOT or H-GAC. Such traffic data is not always located where it is needed nor are the dates of the counts current. Corridor studies and area plans would have to collect their own counts, increasing the cost of the project.
