Background and Discussion:
The Behavioral Health impacts of the COVID-19 pandemic have been profound. Harris County residents have
experienced an increase in stress, mental health crises, substance use-related deaths, suicides, and more. Harris County approved eleven Behavioral Health awards funded through American Rescue Plan Act (ARPA). These programs invest in programs in the following categories:
• Behavioral health workforce programs
• Counseling for youth & families
• Substance use disorder treatment
Santa Maria Hostel, Inc., was awarded funding for the Behavioral Health Overdose Prevention Program. They provide access to medication-assisted treatment, peer recovery support, and create an integrated care clinic for individuals impacted by substance use disorders. Santa Maria Hostel, Inc., received additional funding in March 2026, and based upon most recent budget projections this amendment is needed to ensure full utilization of funds.
Expected Impact:
Santa Maria Hostel, Inc., will be able to continue service provision, allowing additional time to complete deliverables and fully expend funds.
Alternative Options:
If the amendment is not approved, services will end on June 30, 2026.
