Background and Discussion:

The proposed drainage improvements project will further reduce riverine flood risk in the Carpenters Bayou watershed. If funded, the Flood Control District plans will utilize available funding in its annual budget as the required local cash match ($10,955,482.00).

Expected Impact:

The project includes the development of design documents for, and construction of, Phase 2 of the Cloverleaf Area Drainage Improvements project. The project will build upon the recommendations put forward in the Preliminary Engineering Report that was completed in August 2022.  The Cloverleaf Area Drainage Project will construct drainage ditch improvements, additional subsurface culverts and a new stormwater detention basin to reduce flood risk in this high-density residential area of the County.  Phase 1 of this project was funded through a CDBG-MIT grant awarded in 2022.

The Flood Control District will utilize its resources and applicable consultants during the engineering and construction phases of the project, as well as the management of the grant approval process, in compliance with all Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternatives are: 1) not to apply for / accept the grant funding, wherein the flooding risks to the residents in the Carpenters Bayou Watershed remain unchanged, or 2) the project’s engineering and construction will need to be funded entirely with local funding.
