Background and Discussion:

Since 2011, the Harris County Sheriff's Office and The Harris Center have partnered through the implementation of the CIRT. This collaborative effort was established to improve the response to calls for service involving individuals experiencing a mental health crisis. By combining the expertise of law enforcement and mental health professionals, the CIRT program aims to provide more effective, compassionate, and safe outcomes for those in crisis. This ILA seeks to extend and strengthen this ongoing partnership, ensuring continued coordination and enhanced service delivery to the residents of Harris County.

Expected Impact:

The continued partnership between the Harris County Sheriff's Office and The Harris Center through the CIRT is expected to enhance public safety and improve outcomes for individuals experiencing mental health crises. By combining law enforcement and mental health expertise, the program supports de-escalation efforts, appropriate care, and diversion from jail when possible. This reduces strain on the criminal justice system while promoting treatment-focused responses. The extended agreement also strengthens coordination between agencies and fosters public trust by demonstrating a commitment to compassionate, collaborative crisis intervention.
