Project Description:
Precinct 4 has received authorization in FY24 to use commercial paper for a total of $750,000.00 for facility improvements as per OMB’s non-voted commercial paper policy. The authorized budget for the project did not include construction, only design, and needs to be reallocated as per the first table below.

Justification & Alternatives:
The adjustment in existing allocations is necessary to complete the listed project and provide needed services
to serve the community. Since the previous facility was destroyed by fire, the team has been operating out of a temporary building structure that limits efficiency and functionality. The new center will offer a modern workspace, updated technology, and a dedicated electrical room capable of meeting the demands of the entire camp. This facility is critical to supporting the Road and Bridge team in maintaining infrastructure and providing rapid emergency response throughout Precinct 4.
This project supports the following Priority Outcomes and/or Goal Areas:
• Justice and Safety: Provides a base of operations for Precinct 5 Constables, enabling timely and effective community engagement.
• Governance and Customer Service: Facility improvements will enhance services to the community by providing the Road and Bridge team with the resources needed to ensure dependable infrastructure maintenance and efficient and effective disaster response.
Stakeholder Engagement: Precinct 4 will engage the following stakeholders:
• Precinct 4 Road and Bridge Division: To ensure the facility meets operational needs.
• Precinct 5 Constable’s Office: To support their workspace and logistical requirements.
Addressing these needs now will ensure the new facility remains safe, functional and beneficial to the entire community for years to come.
