Background and Discussion:

The Cancer Prevention & Research Institute of Texas (CPRIT) provides funding to expand cancer screening and early detection services for underserved populations. Harris County Public Health’s Community Health and Wellness Division (CHWD) is seeking to apply for these funds, leveraging the Health Services Program’s existing cancer screening infrastructure to expand screening and detection for breast, prostate, and cervical cancer. Currently, the HCPH Health Services Program operates screening programs focusing on preventive services, such as diabetes, hypertension, HIV, and select cancer screenings. Clinics within HCPH provide cervical cancer screenings, clinical breast exams, and mammogram referrals for uninsured and underinsured individuals. By expanding these efforts through CPRIT funding, HCPH aims to improve early cancer detection among high-risk populations across the county. The proposed project will also enhance HCPH’s patient navigation services, ensuring follow-up care for abnormal screenings.

Expected Impact:

The CPRIT grant will allow HCPH to expand its cancer screening and early detection services, directly benefiting underserved and high-risk population through its Community-Based Cancer Prevention Initiative. By increasing access to screenings for cancers with a high burden in the community, such as breast, cervical, and prostate cancers, HCPH aims to improve early detection rates, which is critical for effective treatment and survival. The project will enhance patient navigation services, ensuring that individuals with abnormal screening results receive timely diagnostic follow-up and access to treatment, thereby reducing barriers to care and health disparities.

Alternative Options:

The court could choose to reject this request to apply for the grant, which would directly impact the Health Services Program's operational plans, including the effective deployment of a newly purchased mammography machine. Without grant funding to support outreach, staffing, and patient navigation, the division may face limitations in utilizing the machine to its full capacity, thereby reducing its ability to provide comprehensive, in-house breast cancer screenings. This could lead to underuse of valuable equipment, lower screening rates among high-risk populations, and fewer opportunities to connect patients to follow-up diagnostic and treatment services.
